REMARKABLY CONSISTANT SINCE 1995 It is impossible to reflect on IntraMall history without recognizing that our business model, philosophy and browser-based service delivery method have remained remarkably consistant since August 1995. Our consistancy is even more remarkable in light of the past decade of e-commerce change. As competitors scrambled to "figure it out", IntraMalls was able to focus on customer satisfaction and building critical mass. IntraMalls customers continue to benefit from enhancements delivered through our consistent browser approach as they realize significant process improvements, cost reductions and increased employee productivity without making investments in hardware or software. BACKGROUND and SUMMARY In 1996, members of the IntraMalls LLC team competed for and won the exclusive rights to develop, own and manage a system for electronic commerce and product identification at the National Institutes of Health (NIH) under a Cooperative Research and Development Agreement (CRADA). CRADAs are contract vehicles in which technology transfers between government and private industry. The IntraMall solution was chosen due to our understanding of the market, design approach and development team. In August 1997, the NIH IntraMall was first initiated at the National Cancer Institute. The National Institutes of Health purchases annually approximately $2.0 billion in laboratory supplies and equipment making it the single largest consumer in the life science and health research industry. NIH saved millions of dollars since the IntraMall CRADA Award in August 1997. In 1997, 96.7 percent of all NIH transactions were under $2,500 with an average cost of $400 per order. The NIH has adopted the IntraMall in order to reduce the administrative cost of processing transactions up to $100,000. Purchases through the IntraMall service represent a significant cost savings, freeing budget dollars for research and the advancement of the critical studies being conducted throughout the Institutes. In addition to saving administrative costs, IntraMalls complements the expanded use of purchase cards at the NIH. The fully automated system releases buyers from keeping a mandated paper log of all transactions for the monthly reconciliation of their credit cards. The IntraMall replaces the need for a separate receiving process. With the IntraMalls demonstrated ease of use and economic benefits, the original CRADA agreement was converted to a commercial services contract through an open award process in FY 2002. The NIH IntraMall has been proudly servicing NIH Institutes and Centers for the past 8+ years. The IntraMall continues to win awards as a "best practice" in Government Procurement and Financial Management including:
